Per 49 CFR 173.403, the transport index is defined as follows: "Transport index (TI)means the dimensionless number (rounded up to the next tenth) placed on the label of a package, to designate the degree of control to be exercised by the carrier during transportation.

For the majority of shipments, the number in the transport index box indicates the maximum radiation level measured (in mrem/hr) at one meter from the surface of the package.
